[Bldg-sim] Changing & Reviewing 90.1 and 189.1P

It is fascinating what aspects are evaluated under Appendix G.
Building rotation is evaluated but building form is not. Types of HVAC systems are evaluated but fuel source is not.

ASHRAE Standards, including 90.1, are public consensus documents under continuous maintenance which I think means anyone can request any change at any time.
A form for requesting changes is available on the ASHRAE Standards page at http://www.ashrae.org/technology/page/97

There are also public review draft periods for proposed standards and revisions at  https://osr.ashrae.org/default.aspx
Standard 189.1P, Standard for the Design of High-Performance Green Buildings Except Low-Rise Residential Buildings is available as a third public review draft until June 15, 2009.
The draft has some very significant aspects and I encourage engaging this review opportunity.
Motivationally,  section "7.5.3 Annual Carbon Dioxide Equivalent" extends the performance rating to CO2e emissions.
Who among us does not have an interest or opinion around that?

What is the original reasoning behind the ASHRAE 90.1 Appendix G building rotations through 0, 90, 180 and 270 degrees?

If the building is only going to have one orientation, why go through the trouble of rotating and averaging the building values when there should be only one base case?

Are steps being taken by ASHRAE or the energy modeling community to change this?
