Most energy codes have to routes to ensure energy efficiency; building simulation and design guidelines or minimum requirements or wall and roof  insulation, etc. I would suggest following this route.

You have all seen requests for help from individual users.   
  
Here is a request from a small country ! 
  
South Africa is busy trying to set up its building energy efficiency code. SA is considering making simulation mandatory for ALL commercial buildings above 500 m sq.   
  
If this becomes mandatory I fear that the simulations will in general be of low quality, leading to simulation eventually being discredited. This country has very little weather data, almost no materials data, and very few trained Building Physicists. 
  
Can IBPSA Members offer any advice ?    
  
There is evidence that building simulation can play an important part in design, but is there any evidence that it works in regulating energy as part of building code compliance ?
