[Bldg-sim] Incorrect information in TMY file

Hello all,

I'm running a project in Vernal, Utah.  The actual altitude of Vernal is
~5,200 feet.  But according to the TMY3 weather file (UT_Vernal.bin),
the altitude is 1,608.  Is there a way of modifying the .bin file to
reflect the accurate altitude?
