[Bldg-sim] LEED EA Prerequite 3

Hello Bldg-Sim community,
We are doing Energy Modeling for a LEED project. They currently have R-22
(HCFC) refrigerant in their chiller. EA Prerequisite states that
 " When reusing existing base building HVAC equipment, complete the
comprehensive CFC phase out conversion prior to completion of project". A
table follows two pages later stating the refrigerants with their ODP, GWP
and applications. The table shows that R-22 is HCFC, i understand that R-22
is going to be phased out and only recycled could be used in future where
the replacement with other refrigerants is not economically feasible (more
than 10 yeras of payback) but does the prerequisite means that HCFC
refrigerants like R-22(not sure if this is considered same as CFC's ??) has
to be phased out before completion of project to satisfy the prerequisites
for EA credits in LEED .

Any help in this regard is appreciated.
