[Bldg-sim] LEED proposed Design Modeling

Hello,

According to Table G3.1.1b,

"All conditioned spaces in the proposed design shall be simulated as both
being heated and cooled even if no heating or cooling is to be
installed......"

In this situation, how is the heating/cooling system modeled?

Any help would be great.
