Bhaskar,
All I can think of is tweaking the min variable air volume. Generally, the min air volume in the VAV system is 30%.
FYI: Oregon building code now has VAV min and max in the heating mode, i.e., 30% to 50% instead of constant 30%.

When I  modeled a measure, conversion of constant volume (or single zone reheat system) to variable air volume system with VFD fans in eQuest,  gas consumption is being reduced by 70 to 80% (i.e.,savings are 70 to 80%). I don't think this is true. Could any of you please help me on fixing this issue?
