[Bldg-sim] New spreadsheet for comparing life-cycle cost results for EnergyPlus

A new spreadsheet is now available to help people compare 
the results of multiple EnergyPlus 6.0 simulations that use 
the new life-cycle costing inputs. The spreadsheet computes 
Net Savings (NS), Savings to Investment Ratio (SIR), 
Adjusted Internal Rate of Return (AIRR), Discounted Payback, 
and Simple Payback. The spreadsheet is available on the 
EnergyPlus helpdesk under downloads at:
