Yes. And in fact, they require to use the same values as in SSc8 if SSc8 is part of the credits you are applying for.

In essence, exterior lighting power in the Baseline must be determined using Table 9.4.5. 

Attention must be paid to non-tradable surfaces.

Does the USGBC allow energy savings credit for exterior lighting 
systems?  SS-8 provides a template for detailing the exterior 
lighting power savings over ASHRAE 90.1.  Can you use the savings 
noted on SS-8 to predict annual exterior lighting energy savings?
