Just a quick guess.  Have you confirmed the outdoor air entering the building (infiltration plus ventilation air) during those winter months?  Also confirm HVAC systems run hours.  A balancing report is a good place to start.  Logging fan and pump hours helps especially if the BAC is already keeping those logs.

But I found that my simulation in HVAC part (end-use: space cooling + heat reject + vent. fan + pumps & aux.) in winter is much lower than the actual energy consumption in HVAC.
