Just to throw another option on the table...

The Naval Oceanography division maintains detailed daylight/darkness tables calculated based on any latitude/longitude coordinate set or for many US cities by name.  The data is given in hours and minutes of daylight ordarkness.  The coordinates-based data can be retrieved from:

http://www.usno.navy.mil/USNO/astronomical-applications/data-services/duration-world

I created a spreadsheet macro to import the data table from a text file (in Internet Explorer, use "File" and "Save As..." to save the table that pops up as a text file).  From there, the spreadsheet does the math.  While it generally confirms the 12-hour average Nick uses as a good conservative estimate, here are three specific results from the Navy data:

Milwaukee, WI for all of 2012 has 4,468.5 hours of daylight (12.21 hours per day, including Feb 29)
Los Angeles, CA for all of 2012 has 4,455.7 hours of daylight (12.17 hours per day, including Feb 29)
Denver, CO for all of 2012 has 4,463.2 hours of daylight (12.19 hours per day, including Feb 29)

I use this more for energy audits as a simple calculator for implementing astronomical control for exterior lighting in older buildings with basic or no control.  But, you could use this to do the math and create the input necessary for Trace to incorporate the load.

I am putting the parking lot lighting into the energy model using Trane
Trace 700.

Sunrise and sunset change every day.  What is the best/easiest way to model
the parking lot lighting.  

I know the weather file has the sunrise/sunset information, but I'm not sure
if there is a way to tie this to the parking lot lighting.

As of now, I plan to figure out the length of 'night time' during the
equinox at my location and assume that it is the same every day.  This
should give a very close approximation.
