[Bldg-sim] eQuest make LEED HVAC into a PIU system!

Just a hunch, but check the value input for COMPLIANCE:C-901-NUMFLRS. 
See "Step 2: Enter Compliance and Site Parameters Information" in the 
document "LEED Analysis.pdf" found in the Help/Tutorials and Reference 
eQUEST menu selection. Make sure that value reflects the actual 
building. If it's more than 5, and the heat source is "electric and 
other" you will get a PIU baseline system per Table G3.1.1A.
