In France you have greenaffair, an environmental consulting company including LEED APs, BREEAM Assessors and HQE specialists.

My  firm was cofounded by greenaffair and we work in part on M&V projects, using DesignBuilder and IES Virtual Environment.

I believe that others companies like Elioth, Astrance, ELAN...may have some skills in LEED or green building simulation.
