[Bldg-sim] EE4 / DOE2.1E - running from the command line

It is significantly easier just to use the DOE2 executables that come with EE4. The DOE.bat file in the EE4/DOE folder will run the .DOE file as generated by EE4 without worrying about changing the EE4 defined materials/constructions.
