[Bldg-sim] International Climate Zone specification

Dear all,

I am using eQUEST for a project in Spain and I have used the weather  
data from the EERE (Energy Efficiency & Renewable Energy) website. The  
climate zone described in the weather file doesn't seem to agree with  
the one I calculate according to the ASHRAE 90.1 description for  
International climate zones, based on the precipitation levels. Has  
anyone had any similar problems with weather data outside the US? Any  
suggestions about dealing with this?
