[Bldg-sim] eQUEST Version 3.65 w/ Windows 8.1

Depends on what you mean by “successfully”  As far as the OS is concerned, yes, it runs fine under Windows 8.1.  I did get a fatal error in the GLASS category when running a simple 2-story office building with the default properties.  So, not a total success!

But, Win 8.1 seems to be healthy.
