Generally there would need to be a larger renovation taking place than just HVAC in order to enter either NC or C&S rating systems.

EB: O&M seems like the much clearer choice in this case...maybe pursuit of LEED will help build tenant engagement going forward. It is common for multiple tenant buildings to use EB: O&M rating system.

However you should contact the USGBC directly, they are used to helping people determine the best rating system based on your case.

One of the first pages of the rating system document should be "am I using the correct rating system?" with some guidance and contact information.
