[Bldg-sim] ASHRAE 90.1 Baseline system 2 PTHP

Hi,

I have a question regarding ASHRAE 90.1 baseline system 2 selection.
My proposed building is a high-rise apartment in Denver, and the building
is using electric resistance for space heating.
According to ASHRAE 90.1 requirement, the baseline system would be system 2
PTHP with electrical backup.
As expected, the electric consumed by heat pump is only half of the
electric consumed by the electric resistance, giving me a hard time
achieving the LEED EA prerequisite.
So my question is :
1. Since air source heat pump is not common used in Denver because of the
cold climate, do we still need to use AAHP as our baseline, is there any
exceptional calculation in ASHRAE 90.1?
