Yes, what we call "baseboard heat" here in North America is also 
known as finned-tube radiation or hydronic heaters.  In EnergyPlus, 
this is modeled using BASEBOARD HEATER:Water:Convective and BASEBOARD 
HEATER:ELECTRIC:Convective.
