[EnergyPlus_Support] Autosize of TermReheatOA.idf

I was learning the TermReheatOA.idf. 

but when I tried to autosize the 'Primary air design volumetric flow
rate' in the "AIR PRIMARY LOOP" object, 'Maximum air flow rate' and
'Max Reheat Water Flow' in "SINGLE:DUCT:CONST VOLUME:REHEAT" object,
E+ always shows the message as follows:
EnergyPlus did not complete successfully. No eplusout.end file created. 
So, I even can't get the .err file.
The reason why I did so is that when I used the same system
(TermReheatOA) in bigger rooms that I input, the sys air temp in these
3 rooms were not fixed to 24C. It showed 35-40C instead. 
So, I tried to change the 'Nominal capacity' for CHILLER:ELECTRIC to a
larger number, but it doesn't work. Then, I tried to use autosize to
slove the problem but can't figure out.

I think there would be something wrong here!!
How could I solve it when the system's capacity is not enough for that
room?
