Yes, the latest release of EnergyPlus is V1.0.3.  With V1.1 being released 
next month.

You can download the appropriate manuals from the web site 
www.energyplus.gov   or
download the program and install it.  The group of items you cite in your 
message are example files that run and illustrate the use of those radiant 
models.

The engineering manual will explain the fundamentals behind the 
simulation.  The IOReference will supply the inputs and outputs for those 
objects that trigger the models.  There are several new example files to 
illustrate new features that will be released with V1.1
