If I am understanding your design, you are creating a micro climate
around the house.  You would pre-calculate this micro climate and modify
the weather file to reflect the new conditions.  Solar intensity would
remain the same, but you would change air temperature and relative
humidity.  You would then use EnergyPlus to evaluate the loads on the
structure with the modified climate.  EnergyPlus does not have
provisions to do this micro climate calculation for you.

If you are going to spray water on the exterior of the wall or roof as
an evaporative cooling mechanism, I'm not sure that the EnergyPlus
envelope constructions will properly consider this either.  as I
understand the current assembly dynamics, they deal with moisture
transfers from ambient air and rain exposures.  These calculations may
not accurately reflect your design intent, and there are no provisions
other than the weather file rain data to initiate exterior wetting.
