Purchased air is currently programmed to deliver the specified supply 
air temperature when in cooling mode.  This does result in causing a 
heating load if outdoor air is cooler than the cooling supply 
temperature.  We will assess if it would be better to let the supply 
air temperature fall which would then result in a lower supply air 
flow rate.  For future reference, this is Change Request CR#6103.
