A couple of comments :
1. Keep in mind that when you change the wind speed to 0, it will affect not
only infiltration but also heat conduction through the building surfaces due
to changing the outside air film coefficient and thus surface temperatures.
A long time ago when I reduced the wind speeds to study the effects of tree
shielding, the impact of the latter effect was much more significant during
the cooling season.
2. On changing the weather file, are you certain the psychrometrics are
still consistent ? Otherwise, I don't see why EnergyPlus wouldn't work with
such a synthetic weather file.

energy plus can not run this weather file.
