Something about the system or EP-Launch doesn't like the "&" in the file 
name.  Rename it without the & and you will probably be okay.

e.g., I called it MySingleDuctEconomizer_and_Baseboard.idf

and it runs okay though it has a different fatal error because it cannot 
find the schedule "FanAndCoilAvailSched".
