Sorry, I repeated the question instead of posting my reply . . .

If you are asking if this can be modeled in an EnergyPlus simulation, yes, you 
can do so.  

If you are asking if this can be done in the real equipment, that depends on 
the particular chillers, and I cannot answer that.
