I'll answer the same way I did off the Bldg-Sim list:

You need to change the .bin file into a .fmt file before the EnergyPlus 
Weather Converter can make it into an EPW format file.

Look here:

contains the files you need to convert a DOE-2 .bin file to .fmt 
format.  .fmt format can be read by the EnergyPlus Weather Converter.
