Have you looked at the Auxiliary programs document?

At the moment, you would need to put your weather data into one of the 
forms that the weather converter can accept, obeying the "missing" data 
rules for that format.  (formats that are readable including TMY2, IWEC, 
TMY, as examples).

Then, you would need to send that data to the Weatherconverter program.  In 
turn, that program produces the epw format file along with statistics about 
the file read in.

Alternatively, you could attempt to reproduce the epw format directly.
