I am not sure I understand what you mean by "a fan coil system with a constant
primary air".
a) If you mean two independent systems, one for ventilation air combined with
fan coil units, then use an air loop like the one in example file
BaseBoardElectric.idf but add a heating coil if needed.
b) If you mean induction terminal units that are connected to a central
ventilation air system, then see example files PIUAuto.idf or 5ZoneFPIU.idf
