If you look in the folder for this group:
http://groups.yahoo.com/group/EnergyPlus_Support/files/Meteonorm_Weather_Files/

you will find a meteonorm (synthesized) weather file for Tehran.

Be sure to read the file in that folder: AAAReadmeFirst to find out 
potential liabilities of using synthesized weather data.
