As noted in the IDD:

Preprocessor Message,
    \memo This object does not come from a user input.  This is 
generated by a pre-processor
    \memo so that various conditions can be gracefully passed on by 
the InputProcessor.

Apparently, it got missed in the IORef.  Will be in the interim release.

The user does not fill this in.  It allows EnergyPlus to read errors 
from preprocessors (such as ExpandObjects for the Compact objects) 
and pass those along -- rather than crashing or some other catastrophic method.
