FYI. 

If you have measured hourly data that represents internal loads, for example whole-building electricity minus the electricity associated with the heating/cooling of the building, then you can use ASHRAE's 1093 diversity factor toolkit to develop 24 hour weekday/weekend profiles for use with a simulation program. This toolkit also produces a snippet of EnergyPlus, BLAST or DOE-2 input code that represents the normalized schedule that can be dropped directly into the simulation input file

Copies of the 1093 toolkit, including an extensive application of its use can be obtained from ASHRAE. Several ASHRAE papers exist as well that document the project.

I can only think "they" are referring to the ability to use the 
"Schedule:File:Comma" object somehow to implement this.  It's not a 
direct feature.  But perhaps you could do it by using a 1.0 for a 
design level in Lights and then put in the actual values in a schedule.
