[EnergyPlus_Support] DOE-2 Translator

Since the latest install did not include the DOE-2 Translator 
program, we have made that available separately and it has been 
placed in the files area.  It will also be available on the main 
EnergyPlus site (www.energyplus.gov) at some point in the future.

   File        : /Utilities/DOE2Translator.zip
   Description : Since DOE-2 Translator is not included in the 
EnergyPlus install, it is provided here in zip format.  There is a 
readme that helps explain how to use.

I can do the same thing for the BLAST Translator if anyone 
desires.  (I will do it anyway, just quicker if someone needs it).
