[EnergyPlus_Support] Design day is not meeting temperature setpoints?

All-

I am modeling a hospital with a VAV Reheat system in Chicago. All
zones are controlled with a thermostat with a dual setpoint and dead
band. The heating and cooling setpoints are 21.1 and 23.9,
respectively. All zones with the exception of two have met these
conditions according to the ESO.

The two zones that have not met these conditions are the office
zones. The office zones (4C and 5C) are core zones located on the
4th and 5th floor and have one air handling unit that serves both
zones (4C and 5C). The thermostatic conditions, as mentioned above,
are not met on the summer design day for these zones and I can't
figure out what can be causing this issue.

I have posted the file named A1C_4.zip for your reference in the 
problem submittal file folder.  Thank you in advance for your
