It looks like you are using a single cooling set point. Does your
control type schedule have all 4's? 4 means dual set point. Your
thermostat objects should look like this.
ZONE CONTROL:THERMOSTATIC,
MyTSTAT, !- Thermostat name
YourControlZoneName, !- Control zone name
Zone Control Type Schedule, !- Control type schedule name
Dual Setpoint with Deacband, !- Control type
Temperature Setpoints; !- Control type name
