Although there is no physical sensor of PMV, peopel's body is the sensor. 
The comfort control of EnergyPlus calculates the temperature set point based 
on PMV set point to control HVAC system performance. Therefore, people can 
adjust thermastat based on how they feel, or input thermastat schedule based 
on PMV calculations.

I think you may adjust clothing insulation and air velocity schedules in a 
people object seasonaly. For example, if the temperature is too cold, you 
may adjust clothing level. If the temperature is too high, you may add air 
velocity.

Unfortunately, I have not used GenOpt and no comments.
