[EnergyPlus_Support] Controller error for controller = AHU HEATING COIL CONTROLLER

Hi, i'm newbee with energy plus. i've some errors with my compact
HVAC, single duct:VAV reheat. i found severe errors like this :   
   
   ** Severe  ** Controller error for controller = AHU HEATING COIL
CONTROLLER
   **   ~~~   **  Occurrence info=NEW_YORK_CITY NY USA TMY2-94728
WMO#=744860, 01/02 17:00 - 17:30
   **   ~~~   **   Controller function is inconsistent with user
specified controller action = Normal action
   **   ~~~   **   Actuator will be set to minimum action
   **   ~~~   **   Note: Chilled water coils should be reverse action
and the entering chilled
   **   ~~~   **         water temperature should be below the setpoint
   **   ~~~   **   Note: Hot water coils should be normal action and
the entering hot
   **   ~~~   **         water temperature should be above the setpoint

my controoler setting are NORMAL for Hot water coils and REVERSE for
Chilled water Coils. i've tried, but i don't  know how to solve this
error for weeks. i still confusing with "Occurrence info=NEW_YORK_CITY
NY USA TMY2-94728 WMO#=744860, 01/02 17:00 - 17:30". does it make the
controller became inconsistent??? so, what should i do???
