The other files have definitive locations that are contained in the 
ASHRAE handbook and the design conditions were taken from that as are 
all design conditions posted in weather files.  For Zone 2 and Zone 
5, they were in locations that were not covered by the ASHRAE design 
conditions -- you can look at the stats file associated with the 
weather data and the Weather converter calculates some of the 
conditions but they are not in the ASHRAE handbook.
