What we usually suggest you do is just what you are saying:

EPW to CSV and back.  You may have to take a look 
at the resultant "data periods" header after the 
conversion -- some excel settings will make it incompatible with EnergyPlus..

EnergyPlus does not use the DataSource flags 
field.  You can use DEF files with EPW files in 
this conversion but I should upload an updated 
EPlusWth.dll file (if I haven't already) as those had some problems.

Hour does not matter so much for EnergyPlus -- it 
assumes 24 contiguous hours.  There may be some 
slight discontinuity between solar -- but if the 
Sun isn't up (internal calculations), there will 
be no solar given to the simulation (I believe)
