[EnergyPlus_Support] Opaque Sky Cover

Hi,
In my custom weather file I haven't the Horizontal Infrared radiation
from sky, and so I want to calculate "Opaque sky cover". In this way
E+ will calculate "Sky IR". Is there a relation to calculate "Opaque
sky cover"?
Maybe the relation is (hourly values):

"Opaque sky cover" = (Global horizontal radiation) / (Extraterrestrial
horizontal radiation)

Is it correct?

Thank you
