[EnergyPlus_Support] Control of coils in a terminal reheat system



Dear EPlus Forum,

My past experience with terminal reheat systems (and my current
project) says that they universally include an air handler with both a
heating and cooling coil, normally controlled to provide a constant
discharge air temperature.  
I am trying to model this arrangement using a GAS heating coil and
chilled water cooling coil in an air handler, PLUS constant volume
terminal reheat coils in the zone.  (The reheat coils, for analysis
reasons only, are also GAS coils.)

None of the Terminal Reheat example files appear to use either a
heating coil in the air handler or GAS heating coils, so I don't have
something to examine that actually works. In addition, gas coils are
treated differently by EPlus on the control side than water coils.

I'm hoping for some guidance on:

1) How does EPlus figure out what the control setpoint and operation
schedule is for a gas coil which is in an air handler?  I've got a SET
POINT MANAGER:SCHEDULED which is configured to control the discharge
air temperature of the air handler to a constant 13C.  It seems to be
controlling the chilled water coil, but is not turning the gas coil on.
