No they do not.  The modeling time step is usually much longer than the
time for start-up.  In EnergyPlus, power levels are averaged over the
time step.

Just a curiosity:
The electric components in E+ do not model the higher electric 
comsumption at start-up, do they?
Couldn't find any reference to that in the Documentation...
