[EnergyPlus_Support] Heat exchanger smart bypass control

I was looking for a Heat Exchanger bypass control that would implement 
the algorithm:

If (Cooling) AND (Outdoor Temperature < Return Temperature) -> Bypass
If (Heating) AND (Outdoor Temperature > Return Temperature) -> Bypass

instead of controlling based on hard temperature limits.

E+ doesn't currently have this kind of control, does it?
