It's to give the user control over how the design ventilation air amount 
is calculated at
the zone level. Different types of zones require different amount of 
ventilation; different
standards have different ways of calculating ventilation air based on 
occupancy, zone
area etc. But most ways of calculating design ventilation rates involve 
adding things up
zone by zone. It definately does not imply that there is is a zone 
ventilation unit or a
DOAS.
