Yes, the coefficients affect the amount of infiltration. Reviewing the 
documentation in the IO Ref is see that:

Infiltration = Idesign * Fsch * (A + B*ABS(DeltaT) +C*WindSpeed + 
D*WindSpeed ^2

In your example:
Idesign = 1 ACH
Fsch = 1
A=0
B=0
C=0
D=0

Infiltration = 1 * 1 * 0 = 0
