Just solved this one: 
Table is actually reporting correctly, but zone multipliers are not being considered for system air sizing, and we previously worked around this by manually multiplying our zone air volume by the zone multiplier to get the system to size correctly and our zone equipment to serve the zones correctly.  With that, our table reports the multiplied zone outside air on a non-multiplied zone volume. 
 
We have since stopped using multipliers, as there seem to be a few bugs there and we are not aware of all the potential consequences, particularly with autosizing and CompactHVAC parsing.

This has been bugging me for a while:
The information in the Minimum (and Average) Outside Air During
Occupied Hours section of the predefined table report has no
similarity to what I see in the variable report from ESO by summing
mech vent, infilt and simple vent. Is anyone aware of a problem here?
