Nothing has changed in the core EnergyPlus that would
preclude it's use on Vista for that version but I cannot guarantee
anything.  You should, at the same time, be able to use later IDF
Editor and EP-Launch versions if you need to.

Do you mean that the evaluation software you are using writes V1.3 IDF
files or that it incorporates the code from EnergyPlus V1.3 in it's
code?  If the latter, then it's on those developers as to whether it
is compatible with Vista.
