And how about if between tiles there are joints. For example in the case were we are using 1m x 1m tiles?

Yes. It's for the expected airflow path through the facade, which could differ from the overall height of the cavity (hence the separate input).

But if the upper and lower joint openings aren't equal, then the neutral pressure level might be shifted away from the midpoint.

This is the height scale for buoyancy-driven ventilation. It is usually the overall height of the cavity's airflow path (in z-direction) divided by 2.
