[EnergyPlus_Support] Weather files...

I would like to know or find help about generating my own weather data
files (*.epw or *.wea); in Mexico is very difficult to find reliable
information or weather data files... there are only a few and only for
big locations...  

do you know where I could find a template? or how could I calculate
the correct values in order to create them? is there a tutorial or
something like that?
