Yes: all input in System Sizing and Zone Sizing is used for sizing calcs only. It
doesn't affect operation during the actual simulation. As long as you have
VAV terminal units in your system with a minimum flow ratio less than 1.0 you will get
VAV action.

In System Sizing, set "minimum system air flow ratio" to 1.0.

In release 3.0, this would be Sizing:System, "Minimum System Air Flow
Ratio".
