It's pretty simple when you look at the epw file.

Whatever made the file has the day of month for month 2/1 as 32 (which would be day of year)

It looks like the Ecotect WEATOOL was used?  you can use the EnergyPlus weather converter to convert wea files.  There were some problems I noticed with the WEATool and I uploaded a special ccf to be used with Ecotect to the Files area.

(I see you have just answered this as well).

By the way, the latest version of Meteonorm makes epw files directly.

The other option would be to treat this as a custom file needing a def  and use that value as "day of year". And then use the EnergyPlus weather converter.
